E-Bikes Incentive Program
- E-Bike vouchers are only available to Denver residents over the age of 16.
- Each Income Qualified Denver resident over the age of 16 can apply for one e-bike voucher.
- Class I, II, and III road, hybrid, and cargo e-bikes are eligible for this program. Full-suspension mountain e-bikes are not eligible.
- This program applies only to new e-bikes purchased on or after 3/25/2025.
- The e-bikes covered by this rebate must meet the following criteria:
- Class 1: an electrical assisted bicycle equipped with a motor that provides assistance only when the rider is pedaling and that ceases to provide assistance when the bicycle reaches a speed of 20 m.p.h.
- Class 2: an electrical assisted bicycle equipped with a motor that provides assistance regardless of whether the rider is pedaling but ceases to provide assistance when the bicycle reaches a speed of 20 m.p.h.
- Class 3: an electrical assisted bicycle equipped with a motor that provides assistance only when the rider is pedaling and that ceases to provide assistance when the bicycle reaches a speed of 28 m.p.h.
- The electric motor must be 750 watts or less and cannot be gas-powered
- Full-suspension mountain bikes are excluded from the program
- No minimum or maximum purchase price
- The motor must be capable of being propelled by muscular power using the pedals, but it is not necessary to always be pedaling.
- E-cargo bicycles are those that have an extended frame designed to carry additional people or cargo. E-cargo are:
- Designed to carry one or more passengers in addition to the rider OR designed to carry heavier or bulkier loads than a traditional bicycle can carry
- Has an extended frame (long tail, long john, Bakfiet or box bike)
- Has a published cargo load carrying capacity of at least 100 lbs.
- All Income Qualified Denver residents are eligible for a $450 rebate. The voucher can be combined with the State of Colorado's $450 e-bike tax credit.
- The combined $900 can only cover 80% of the price of an e-bike and cannot including sales tax. For example, if your e-bike is $1,000, the voucher and tax credit will cover a maximum of $800. To use both incentives you must redeem the voucher with the tax credit at any of the State's participating bike shops.
- E-bike must be fully assembled and not in a box. Bike shop may charge an assembly fee.
- Adaptive e-bike rebate: If you are a person with a disability, you MAY be eligible to save up to $1,400 on the sale of an adaptive e-bike. There are a limited number of adaptive rebates and a separate application process. - The rebate cannot exceed total purchase cost for the e-bike.

E-Bike Voucher Process
- Residents must use this portal to apply for a voucher.
- Upon receipt of the voucher, residents must redeem the voucher for the rebate at the time of e-bike purchase at an approved participating bike shop in Denver.
- All vouchers will expire after 90 days unless redeemed for a rebate in the purchase of an e-bike at an approved participating bike shop in Denver.
- The rebate will be applied by the bike shop to the full purchase price of the new e-bike.

If you, or any member of your household, currently receives or has received any of the following forms of assistance listed in the drop down below, you may be eligible to receive an higher rebated voucher. However, you still must submit a valid approval letter or official documentation that certifies participation in one of the listed programs. We can also determine your income qualified status by your most recent earning through the first page of your most recent 1040 document.

- Aid to the Needy and Disabled (AND)
- Social Security Disability Insurance (SSDI)
- Old Age Pension (OAP)
- Supplemental Security Income (SSI)
- Xcel Energy’s Income Qualified DSM Programs
- Xcel Energy’s Income Qualified Community Solar Gardens Pogram
- Your Form SSA-1099
- First page of 1040 Document
- Energy Outreach Colorado’s Colorado Affordable Residential Energy Program (CARE)
- If you elect to provide a copy of your 1040 please make sure to blackout any sensitive/private information such as SSNs, etc.
- Residents who receive an income qualified voucher may be audited at a later date to ensure income qualification are met.

E-Bike Incentive Eligibility
To qualify for the e-bike rebate, the e-bike must be purchased new from a participating dealership participating bike shop for use by the e-bike rebate applicant and not for resale. The e-bike must be purchased on or after the launch of the e-bike Climate Action Rebate program January 31, 2023; rebates are not retroactive to past purchases.
